In an at-will employment, is there a legally required procedure to follow for discharging an employee for ''unsatisfactory work performance''? For example, is prior written/verbal notice required?

No, in Virginia an employee working without the protection of a contract can be fired for almost any reason that doesn't violate federal antidiscrimination laws, and no prior written or verbal notice is required before the "pink slip" is proffered and the hapless employee shown the door by the employer.
