If a Florida employee resigns their position and does not return all the property belonging to the employer as required, can their final paycheck be withheld, and if so, indefinitely?

I would think so and not just for someone employed

in Florida but, probably, for anyone employed in any other U.S. jurisdiction who behaves in this manner.
