Legal Question in Employment Law in District of Columbia

Can you hire someone for a permanent position and two years later change the pos

I worked for a company parttime for two years (1999), I was told by peersonel that a permanent position will be starting at the same company and I applied and was promoted. In 2002 I was told that the position was a term positiom. The job announcement never stated that this position was a term position, for two years nothing was said. When asked why didn't the jb announcement state this was a term position, the answer was I don't know it was a mistake on our part. I was terminated due to a fault of theirs. With no severance pay only unemployment which is running out. Can someone help me!!
