Legal Question in Employment Law in District of Columbia

I was hired into a position making 25k less that my 4 counterparts (identical titles and job functions). They are all White, I am Black. I was told the difference is because they have seniority, yet we have no written senority system; we have a merit system. Its simply implied that if you are new, you make it up over time. I was actually told that, "We will get your salary up to the others in a few years." Is this discriminatory?

How much seniority (in terms of actual years with the company) do the whites have over you? If the number is substantial, i.e., 10 or more years per employee and the policy(whether written or not) is to award a pay raise each year to each employee who has performed adequately, then that could legitimately explain the difference in compensation between you and these four white employees (in my opinion).
