Holding Last pay check and vacation not payed

My employer did not pay for my vacation and is holding my last paycheck.The employer is located in washington DC.

What can I do about it?

As far as I am aware, DC employers are under no legal obligation to provide paid vacations to their employees (unless there is a valid contract which requires such payment). However, if such a paycheck is being withheld which includes pay for work actually performed, then you could sue the employer for this amount in DC Small Claims and Conciliation Court plus the cost of your filing fee.
