what legal action can I take on a company that negligently gave my personal information away...job application and resume to another employee

Typically speaking HR departments will frequently circulate applications and resumes throughout a company to see whether there is a good fit for a potential candidate and those documents will get seen by a great number of company employees. When you apply to a job with a company, absent an agreement between the parties, applicants typically can't dictate who from the company is allowed to review their application.
You haven't indicated whether the other employee was in a position where it was necessary for him/her to receive that information. Was that employee provided with your application and resume and asked to comment? Bottom line is what makes you think it is negligence?
