Legal Question in Employment Law in District of Columbia

lunch breaks and smoking

My place of employment (a hospital) will become smoke free in a couple of months. They have indicated that employees will not be able to smoke on campus but also that employees cannot smoke anytime during their 8 hours even if the employee has gone off site for lunch. Is this legal?
