Mandated use of Paid Time Off
My company contracts with the Federal Government and is closing the office when the clients are off on Dec 26 and Jan 20. Rather than paying employee salary from the Overhead account, my company is charging every employee 8 hours of vacation time. Is this legal? Since I am a salaried employee, my salary is being reduced by 16 hours because I am forced to take vacation when I don't want to.

As far as I am aware, under DC law there is no requirement that employers(even those contrated with the federal government)provide their employees with paid vacation time, and, consequently, if a particular employer wishes to impose the particular requirement which you've described upon its employees(for whatever reason), I see nothing improper nor "illegal" about it.
