Pay Raise

In Aug. 2002 I was an Assistant Principal who was given a $10,000 raise for working in a reconstituted school that was low performing and in need of serious help to improve the overall conditions of the school. Five years later(2007) I am a principal in the same school system. The Principals were give a 10% raise this year. I did not get it due to the fact that I received the money in 2002. I need help in understanding why that initial $10,000 bonus can be held against me five years later. If the system gets a raise I should be entitled to one as well. I did not sign any papers when I received the money stating that I could not receive any raises or bonuses if I excepted the $10,000.

Assuming that you are working under a contract of employment or collective bargaining agreement with the DC school system, the answer to your question must lie somewhere in the terms of the latter or the former agreement.
