Remuneration for Out-Of-Pocket Expenses

Does the following article create a binding obligation for the firm to assume the contractor's costs of transport and proper work attire?

''the Contractor

shall bill and _____ Inc. shall reimburse Contractor for all reasonable and approved out-of-pocket expenses which are

incurred in connection with the performance of Services hereunder.''
