Unused accumulated sick leave

Dear Sir:

Can I request my former employer to pay me in cash with all my unused accumulated sick leave?

Is there any law that is a former employee's legal right to request a payment for unused accumulated sick leave?

I resigned from my former employer sometime in 1999 so is there a statutory limitation on this request?

D.C. employers are under no obligation to provide their employees with paid vacations or leave or to compensate employees for such leave not taken, unless there's a contract or collective bargaining agreement which requires such compensation.
