If a person resigns from a company but has earned vacation time, Is he not entitled to vacation earned in a final paycheck?

Only if the employer wants to give it as monetary compensation to the employee since the vacation time is not "earned" by the employee but only accumulated which the employer is not obligated to pay unless it's guaranteed under an employment contract.
