Witholding pay from employees

Can you please tell me what my rights are as a full-time employee in DC whose employer has witheld 30 days of pay? And is two months late paying it?

No answer can possibly be provided without knowing

the basis for the withholding, which could be anything from a wage garnnishment to some type of security deposit to ensure proper employee notification to employer of an intent to terminate

(which could be valid if employee were working under contract).

And you further confuse matters by your last statement: "And is two months late paying it."
