Legal Question in Landlord & Tenant Law in District of Columbia

I've lived in my apartment for 10 years. The current ower who purchaed the building about 7 years ago from the company I originally paid my security deposit to is now trying to sale it. If the current landlord (current sale of building not complete) did not provide new rent contracts are the old ones grandfathered? And is the current owner still responsible for return of my security deposit should the sale of the apartment building not be completed prior to my moving out in Oct09?

The new owner will take title to the property subject to whatever leases are currently in effect for tenants in your building.

And, yes, the current owner would be responsible for returning your security deposit under the circumstances described.
