Injury at a Department of Defense School

My son was injured at a U.S. DOD school in Belgium. It was during recess class and he broke his arm which required surgery and three operations.

The school informed me that all medical coverage is my responsibility. The bills came to over $6,000 euros.

I submitted the bills to the Mail Handlers, but since I was overseas and outside of the US, I was only compensated about 60% of the final bill.

I am not seeking pain/suffering or other issues. I just wonder if the Government should cover the balance of the bill.

This is probably similiar to the state of Texas in that there is no liability on the school.

Just wondering if it is worth pursuing this or just accepting this as a moment of unfortunate circumstance.

Prior to fully anwering you I would need an aswer to the following questions:

1. is the status of the school governed by U.S. Law or Belgian Law?

2. how did the injury occur? detailed relation?

3. was a third party involved and its possible responsability established?

With the limited information at hand the school would not be responsible if the accident did not relate to an insufficiency either of the buildings or the equipment or a fault committed by a teacher(employee) such as a gym-teacher for example.
