developer damaged my condo

A month after moving in to a brand new condo, the bedroom closet and carpet were severly damaged by a failed washer/dryer drain. The developer agreed to replace the drywall and carpet, but I decided to get hardwood flooring instead. The developer agreed to that, but would pay me only for the estimated cost of the carpet installation (say $600).

Through a connection I got the hardwood flooring installed for cheap ($1500). When I asked the developer for payment, he wanted the invoice and is now trying to get in touch with the contractor. I don't have a phone number for the contractor. The developer is refusing to pay me until he speaks with the contractor to make sure the job was done. Why?

The developer was liable for the damage and should pay me for it even if I decide to not get carpert or hardwood and sleep on the concrete instead. Am I right?

The problem is you haven't offered any proof (other than your word) to the developer as to what fair compensation for the damage should be, i.e, $600, $1500, or whatever, which is the purpose of the invoice and which the devloper is entitled to have before remitting payment.
