IS IT LEGAL To give someone only 2 days to come up with $$$ or else they are out

Well. the story is my fiancee' moved from NY to Dc, and his friend Ivan decides to let him stay at his place (for free) til my fiancee' gets an apartment. And Then Ivan gives him a 3 week notice that he has to move out b4 Ivans lover moves in. and now.. Ivan has given him a 2 day notice that my fiancee must pay $495 within 2 days or he's out.. Is this legal procedures to do?

Your fiancee's legal status in Ivan's apartment has been that of a guest--nothing more. As such, he has no right to stay in the apartment without Ivan's permission. Apparently Ivan is not willing to let your fiancee remain unless he's prepared to become a paying tenant. So he has to decide either to pay or leave.
