The Condominium Association will decide whether or not to contact the condominium attorney (generally there is one on retainer) after a couple of attempts to collect the fees from you. Then a memorandum of lien is issued and recorded amongst the land records. then if suit is not brought within 2 years, then the memorandum of lien basically... expires... however, if a judgment is obtained, then the judgment is enforceable for 20 years. The bottom line is that you would not be able to sell your house, or refinance without paying the outstanding condo dues. In addition, some of your privileges could be taken away, such as parking in specific places, swimming pool passes, tennis courts and so forth.
