I am living in a house owned by my father. He recently refinanced and I am paying the debt. I have asked him to sign the house over because I am the one paying on the refinance loan. Should he sign the house over?

No, of course not, unless he wants to make you the owner of the property. (In fact what you're actually paying, your father might regard as little more than rent.)
