Can looking at someone be a form of sexual harassment

I work with a guy that was told by his supervisor that she ''didn't like the way he looked at her and it could be considered a form of sexual harassment''. The guy quit his job. He said he didn't need that on his record. At what point does looking at someone constitute sexual harassment?

Without more, I doubt very much that anyone could make out a viable federal case for sexual harassment merely by looking at someone.
