If you are over 18 and sending a nude picture of yourself to another person 18 through your phone is it illegal

No, this is not illegal. Consenting adults may send each other nude photos. There may, however, be some legal issues depending on where the photo was received. For instance if you email a nude photo from your phone and the person who receives it opens it up at a public library, laws may have been broken.
