DC photo enforcement speeding tickets
My son, who lives in Maryland and works in DC has just recieved two letters from the Metropolitan Police Photo enforcement office. On each letter there is a statement saying that he was observed by their traffic camera doing 11 mph over the limit(36in a 25)and(41in a 30).On each letter there were two photos,one of the rear of the car in which it is impossible to see who is driving and one close-up of the license plate. The letters were sent to our Ohio address as this is where his vehicle is registered. They were not sent by registered mail.I have been searching the web for info about these strange tickets and found a lot of info about CA snitch tickets or fake tickets and they sound like the ones described above.There was no address for a superior court,just a p.o.box and a physical address for the photo enforcement office.What is the law in DC regarding these letters?Are they legitimate? enforceable?What should he do about them..ignore?Return the form and declare that it wasn't him?Can he refuse to identify the driver if he says it wasn't him?Can they cause him to be refused for license renewal if he doesn't respond?Is there a web site that addresses these questions about the DC area specifically?Thanks for your help!

There are many problems associated with DC photo enforcement and I would not pay the alleged tickets at this time but rather send a letter in response explaining your position and underlying concerns which justify your nonpayment. Keep a copy for your records in case the Ohio DMV is later notified by D.C. concerning the matter.
I am not aware of any one website that is dedicated to this particular issue but there might very well be one.
