Paid traffic vio;ations

My boyfriend has recieved two letters from a collection agency regarding parking and speeding tickets from as far back as 1996 in DC.He has paid the speeding tickets and has never parked his car in the locations states on the parking violations. My questions are the following. Is there a statue of limitation on traffic violations. And how does he prove that he has paid the speeding tickets he no longer has the reciepts.

Statutes of limitations generally apply to crimes and civil causes of action and not to traffic infractions.

Probably, your boyfriend's best approach to this situation(and likely the only realistic one at this point in time) is simply to write a detailed letter to the collection agency denying all responsibilty for the claim(s) asserted and demanding that substantial and credible

proof of the claims be submitted within 30 days (of the date of the letter--or thereabouts).

There's probably quite a good chance that this type of letter will put an end to the matter as the collection agency very likely will not have the proof demanded.
