Legal Question in Traffic Law in District of Columbia

I received a traffic ticked in Virginia in 2002. My license was from Washington DC. I didnt pay the ticket in Virginia. I moved from Washington DC a few months later to a new state. I changed my license at that time. what are my right and is there a statue of limitation in place?

What are your rights in regard to what? And, no, statutes of limitation apply to crimes and not to traffic infractions.

Even if a statute of limitations did apply, it would be between the time the crime occurred and when you were charged, NOT the time between when you were charged and when you continue to avoid paying the ticket.
