Ticket - Failure to Obtain DC Plates

I received this ticket in 2003 and wrote DC a letter stating that I did not live in DC and therefore could not obtain DC plates and was not going to pay the ticket. I never heard back from them and then this year, they had a collection agency put a mark on my credit report as a ''major derogatory'' when I have heard nothing from them in years. Is this legal? I never lived in DC and therefore was not even responsible for the ticket in the first place. I want this off my credit report asap, how would i go about doing this? (credit bureau said not to pay it or it would admit guilt and stay on my report)

Rather than struggling with DC bureaucracy or the collection agency, the better approach would likely be for you to simply submit your version of the situation in writing(up to 250 words)to each of the three major credit reporting agencies, and then forget about it. (What you've characterized as a "mark" on your credit report, I can assure you is very likely not even a nick as prospective creditors generally do not give any serious weight to these reports of unpaid parking tickets in evaluating one's credit worthiness.)

Answer to previous answer should've included: "unpaid parking or tickets for other nonmoving violations".
