Legal Question in Traffic Law in District of Columbia

Possible traffic ticket

I was recently driving in St. Elizabeth�s hospital. I saw what looked like security at a y intersection... The speed limit is posted 15 I might have been going about 21-23 he flashed the radar and then began writing in his notepad. I was not pulled over nor did he make any attempt to do such.

Can I get a ticket if he is not an actual police officer? Can I fight by mail? What are my options if I actually do get a ticket?

As one who represents clients at St. Elizabeth's Hospital, I can tell you that the local security force is apparently authorized to write tickets for alleged parking violations on the St. E's campus, but I would doubt that such authority extends to moving violations which probably explains why you were not actually stopped and ticketed.(Furthermore, if you did not get a ticket at the time, it is very unlikely that one will later arrive in the mail.)

And, yes, virtually any traffic or parking violation in the District of Columbia can be contested by mail. (I contested by mail a parking ticket a few years ago incurred at St. E's and got it dismissed.)
