Legal Question in Traffic Law in District of Columbia

Unmarked Rush Hour Zones

I was cited for parking in a rush hour zone. I disputed the ticket, including photographs of the area to show that there were no posted signs designating the area as a rush hour zone. However, I was still found liable. I can still appeal, but I'm wondering what my best defense would be in this case?

I know the whole system is a racket and set up as a source of income for the District of Columbia and my chances are slim to none. Hopefully, someone can help me.

Thanks
