Unpaid Photo citation

I received a photo citation in March 05. Problem is that I only found out about it (mail) after it doubled. I was told by ACA (Associtation of Credit and Collection) that the time to dispute is past. This is a D.C. violation. Question: would I still be allowed my day in court so I can have the penalty $150, rescinded? Also, could I end up losing my Zero percent financing with banks? I currently have a 757 FICO. Can I be towed with only one photo citation unpaid? Thanks

You should contact the DC Bureau of Adjudications on H Street, N.E. to determine whether they'll still give you a hearing on the matter, given the apparent mitigating circumstances.

You should not rely on the collection agency for a determination as to your eligibility for a hearing on this matter since their business is to collect rather than to adjudicate.
