Washington DC Vehicle Regulation Enforcement

I am a resident of New York. I own a

car, that is registered in NY, insured

in NY and inspected in NY. The car

has a clear cover on the license

plate. While driving in Washington

DC, I was given a ticket for illegal

covering on my license plate. As I

am not a resident of Washington DC,

and the car is not registerd in DC,

why am I being given a ticket for

something that is legal where the car

is registered? Will I be able to fight

this ticket and have the penalty

revoked?

Yes, you should be able "to fight this ticket" and get it dismissed for the reasons which you've suggested.

This problem comes up fairly often with respect to things like tinted windows, license plate covers, and the manner various other accessory items are either displayed on or in a given automobile which may be perfectly legal in one jurisdiction where the vehicle is registered but illegal in another in which it is being driven.
