Distribution of assets after death
My mother sold her house for a large sum of money about 2 years ago, she had been ill since that time and passed away without a legal will or power of attorney. However she did write instructions on how to carryout her wishes. She had been living with my sister for about 11 months. One instruction was to divided equally amongst four siblings the proceeds from the sale of the house, as well as her bank account. The money is SEVERAL thousands dollars short. We would like to know what is our recourse.

You would likely be well advised to arrange for a consultation with an attorney who is appropriately knowledgeable and experienced in probate matters in the jurisdiction where your mother resided and passed away(apparently DC).

The issue is whether the "instructions" constitute a last will and testament. If not then intestate statute applies. It likely is a moot point since intestate will bring the same result as probate under a last will and testament. You may require legal assistance where assets of the estate are being diverted.
