how do i become power of attorney over my deceased mother?

You cannot become a power of attorney over anyone without their consent. Since your mother is deceased, and cannot consent, you may not be a power of attorney. If you mother had a will, it will name an executor who will administer the estate. If you mother did not have a will, her estate will go into probate and be distributed according to State statute. You may consider hiring a wills, estates, and trusts attorney if you feel as though you should be the administrator/executor of your deceased mother's estate.
