Small Estates vs. Rights of Survivorship

My parents has ownership to two life insurance policies, one for them and the other for my brother. My mother passed away four years ago. The policy for my brother is still in her ownership. What procedures do I need to take in order to get a Letters of Administration to have the ownership transfered to my father?

You make application for the Letters of Administration at the clerk's office of the Probate Division of the local circuit court of the jurisdiction wherein your mother last resided.
