Non Disclosure Agreement (Dominican Republic)

I live in the USA and want to hire someone from the Dominican Republic. I need them to sign a non disclosure and non compete form. If the person in the Dominican Republic signs my agreements, then violates them, can I go after them legally or am I just waisting my time?

Sure -- you can go after them. Whether you are wasting your time depends on what they did, whether it is worth it to stop them and whether they have any money to pay for the losses caused.
