I have not seen that entry before. It could mean that the State filed a charge based on the arrest affidavit. Sometimes the cop is not a witness but writes in the arrest affidavit what a victim or witness alleges. If an affidavit from the alleged victim or witness was not able to be obtained by the State in a timely manner they may have decided to file the charge based on the cop's affidavit for now to keep the case alive. Again, just my educated thought not having seen that type of entry before after doing this for almost 12 years.
