if my cousin trespass a house and damaged and the owner wants money to cover damages. Is this legal

Yes. If your cousin trespassed he can be liable for damages.

Yes. If you are illegally trespassing, you are responsible for any damages caused. On top of that, it is possible that someone illegally trespassing could be arrested by the owner by pressing charges.
