dangerous property or building
I fell down the stairs in 2003 sued and received over $50,000 for compensation. I thought the landlord fixed the problem but he didn't and I fell again. I have eye witnesses... Can I sue again this time for negligence

Yes, you can sue again but your burden might be harder to carry as the other party might argue you had notice of the dangerous condition. They may also argue contributory negligence.
I would strongly suggest that you consult a personal injury attorney. They will all give you free consultations. After one or two you will have a pretty good idea of what you may expect.

Yes, you can sue again. They will have a better defense this time in saying that you knew that the defect was there (or should have),
