Legal Question in Family Law in Florida

I am being denied residency for tuition purposes at a college because "notarized letters are not acceptable forms of legal guardanship". How would I go about obtaining legal guardianship? I will not turn 18 until next year May and my parents live halfway across the world. I am under "guardianship" of my grandparents who have lived in Florida for around 10 years but we only have a JP signature on the guardianship letter.
