Access Discrimination

My son is 9 years old, he is in a wheelchair, and has cerebral palsy. He was at our local county fair for 4-H demonstrations. The 4-H groups were offered discount tickets for the ride wrist bands. I bought a wrist band for my two sons. My son rode two rides and when my husband went to put him on the third ride he was challenged about my sons condition and was told we needed a medical release, but was allowed to ride any way. I went to the ticket office and asked about the medical release and what it turned out to be was a release for them not to be sued in case my son was injured on the ride. I was then told that they would send a supervisor around with him so he could get on the rides. I told them no thanks I didn't need them to make a spectacle out of him. That all I wanted was to give him the same chance that every other child had. My question is did they discriminate against him in not allowing him access to the rides we thought he was able to ride?
