heads up for 2 day

can a officer stop a citizen driving a motor vehicle due to pprior contact and citizen liscense is suspended, and stop the same citizen on a later date simply on a hunch that the citizen has no liscense?

Sure because the citizen is a fool and breaking the law by driving without a license.
