Payroll check cashing
If a company issues a payroll check to the another employee and he/she cashes that check at a check cashing establishment and the company issued a stop payment on the check upon realizing the error is the company responsible for paying any fees and the full amount of the check they cashed for the employee to the check cashing establishment?

The responsibilities that a company has are solely to an employee, not the check cashing establishment. If the company made an error, you can place a stop payment. If the check cashing company has some policy, that would only be in the contract with the employee.
