Can a bankruptcy judge make a ruling for a spouse that hasn't yet filed on a relief of stay, to stop the sale of a home?

Yes. If one spouse files for bankruptcy, an action to sell the house at foreclosure is stayed for the spouse/co-owner who did not file as well.
