I did a ch 13 in 2002. am i able to file again, now?

You can file a chapter 7 case at any time. You can file another chapter 13 case no earlier than 8 years after the date of discharge in the 2002 case.

That answer is completely wrong. The short answer is "yes".
The time periods are shorter with Chapter 13.
The 8 year waiting period applies only to successive Chapter 7 cases where the debtor received a discharge in the first case.
