Legal Question in Bankruptcy in Florida

I have filed a chapter 13 to save my home from foreclosure. My attorney and trustee have set a repayment plan that I can live with. However, my attorney implies that any tax refund or extra money I get, I must check with him before I cash or spend it. If that is the case, I have no back up funds for medicine, car repairs etc. (Iam a widow, with one income and no medical insurance) and if there is something unforeseeable arise, I have nothing to fall back on. Am I legally obligaated to turn over my income tax refunds or monies even if I have a repayment plan in place. Also, I have a property tax due and wanted to use my tax refund to pay it. My attorney told me to forget about paying the tax as a lien had been placed on my property before the final date to pay. I would like the lein reversed and I can pay it with part of my tax refund. Is that a wise thing to do. I have been paying on the repayment plan for 6 months now and have never been late.
