I am declaring bankruptcy, I am trying to determine if I am the co-signer on my vehicle am I considered the owner?

If your name is on the vehicle title, you are an owner. If your name is on the vehicle loan, you are a debtor. Both kinds of information will be included in your Chapter 7 or Chap 13 petition.
