Is it legal to get a personal loan from a friend to finance chapter 7, without doing anything leagally wrong?

Depends... Nothing seems leagally wrong with the little facts you gave. That personal loan may not be enforceable by the court after the chapter 7, but a person is only as good as their word, therefore you could pay it back.
