Sometimes the bankruptcy court will waive the filing fee. But one definitely needs an attorney to file bankruptcy. It is a very complicated process and you need the services of a professional. There are bankruptcy petition preparers who charge much less than attorneys, but they simply cannot give legal advice. You are probably looking at a chapter 7, and you can read about this in a pamphlet I have at my website.
