Unsecured debt

When filing for chapter 7 do you need to list all credit cards even if one or two cards have no debt (outstanding balance)

You need schedule all entities to whom you are indebted.. If you are not indebted on the day you file, such entity need not be scheduled. Accordingly, the answer to your question is no.
