You mean a "grant" of air emissions easement? Essentially, it's a license to pollute granted by a county, state, or federal agency. I'm not trying to make a joke or an ultra-liberal statement here. It's literally a license to polute. It's a misconception that polluting is illegal. Polluting is illegal without the proper licensing from the EPA, the State DEP, etc. If, for instance, you need to build a factory that has a smokestack, you must obtain the proper licenses for your smokestack to emit pollutants. Thus, you have a "license to pollute."
