how do I break my garbage contract in the State of Florida?

there's no time period in which you have to break the contract. If the terms of the contract don't provide for a method of cancellation, you are stuck if you can't sweet-talk the garbage co into cancelling it. All of this assumes that the garbage company is upholding their end of the contract. If it isn't, then you should probably consult an attorney in your home town.
