breech of contract
We have signed a first closing where the mobile home dealership was granted monies to purchase land, permits and work need on the property. So far they have done none of these things. it has been 3 weeks since the signing. The dealership will not take our calls or answer any questions. Is this considered breech of contract? Or is there something else we can do to make them get started on the work they have been paid to do?

The facts as described are a little confusing, but it appears you have paid for services that have not been performed. Assuming that those services were pursuant to a contract that specifies when services were to be performed and such services were not performed, then yes, there has been a breach of contract. You can either ask for your money back or ask that they do the work immediately. You may also have suffered other damages as a result and would need to seek the advise of any attorney.
